Pokémon Legends: Arceus is set in the Hisui region and depicts a different interaction between the eponymous creatures and humans. It’s a strange departure from prior games, but why are people in Legends: Arceus so scared of Pokémon?
To truly answer this, players must first complete a large number of requests as well as the main plot. In Legends: Arceus, players can observe how wary humans are of Pokémon early on through several Requests. Almost everyone in Jubilife Village seems to be fearful of Pokémon in some way, from characters being afraid of a Pokémon in their home to the Galaxy Expedition Team’s own Commander Kamado expressing his mistrust of the critters. Of course, there are some significant outliers, and there are still plenty of characters with their Pokémon. Most of the NPCs in Jubilife Village in Legends: Arceus, on the other hand, are scared of Pokémon and express their fears to the protagonist at some point.
While the residents of Jubilife Village may be afraid of the unknown, a moment later in the game explains why at least some of them are. Commander Kamado and the Galaxy Expedition Team will expel the protagonist from Jubilife Village late in the game. They’ll eventually meet Beni, the proprietor of the Wallflower, where players frequently dine with Professor Laverton and other members of the squad. Beni tells that he and Kamado moved to the Hisui area when Pokémon destroyed their hometown before challenging the protagonist to a fight. This may explain why Kamado is so wary of Pokémon, as well as why so many others in Jubilife Village regard them as deadly monsters.
